It is shown that the planning process of course design involves the development of the structure and content of the course projects carried out within the framework of the chosen direction or a degree in accordance with the stated learning objectives. The content of the competence-oriented tasks for course design should be adequately developed with the participation of components of competence model of the graduates. It is noted that at a fundamental competence-hierarchical approach to the training of cadets and students in the course design is a competence model of the future officers of the State Fire Service, reflecting the hierarchy of goal-setting and achieved results of formation of professional competence at each stage of the course design.
