The article deals with the public law aspects of formation of the state system of civil protection in Ukraine and analyzes the main management decisions, which adoption have provided the creation of the institutional foundations of this system. The negative and positive aspects of the recently adopted Ukrainian Code of Civil Protection are shown for the development of the appropriate sphere of public administration and, in particular, the prospects for the existence of the civil defense system. There was made a conclusion that the codification process in the field of legal relations can’t be considered completed and a unified state system of civil protection in Ukraine is finally formed.
