Abstract (English):
Investigated the legal basis, methods, and especially non-pecuniary damage caused to citizens as a result of lawful and unlawful actions of EMERCOM of Russia employees are taken into account peculiarities of the legal status of these employees, reviewed the mechanism of compensation by the Treasury the corresponding level.
