The author based on the analysis of the law and doctrinal sources, concludes that in law there is no General definition of «security». Through the definition of certain types of security, the author justified the conclusion that the element of national security is fire safety along with other types of security. The result of the research of the author is his suggestion to consider complexity as a characteristic of the national security system.
