Approach by definition of a rational number of staff of various organizations for service of demands (medical institutions, the call-centers, services on service of the population, etc.) in the operational mode is considered. Approach is based on transparent criteria (a minimum of refusals and a maximum of profit), uses statistical data on receipt of demands, can be used by a wide range of experts and is illustrated on an example.
