The paper describes the method of development of information process for the control of chemical pollution of the air by road transport under adverse meteorological conditions at rush hour basing on the critical analysis of the specifics of application of GIS technologies for the investigation of transport systems, including their impact on the environment. Based on the analysis of experimental and computational data for St Petersburg, we have proposed measures aimed at the reducing of the extremely dangerous effects of vehicles exhaust gases on the urban population.
