The formation and improvement of Russian language proficiency skills of foreign cadets and students at the St. Petersburg University of the State Fire Service of the Ministry of Emergency Situations of Russia is considered, information is provided on the level of proficiency in Russian as a foreign language and requirements to the B1 level of language proficiency required for admission to university. Certain goals and objectives of studying Russian as a foreign language are proposed. The basic algorithm for conducting the educational process and the functional principle for selecting lexical and grammatical material are presented. The components of communicative competence are given.
